There has been no militarisation of science in the Federal Republic since German reunification. On the contrary, military research has lost much of its relative importance since 1990. In this context, civil clauses fundamentally undermine the competitiveness of university research in the competitive environment with non-university research institutes. However, the far greater problem here remains the general underfunding of universities by the federal states. Military research cannot be a solution here.
