In times of geopolitical upheaval, systemic rivalries and the erosion of long-standing partnerships, research security is essential both to preserve the openness of the international scientific community and to safeguard scientific collaboration against various risks. The aim of research security is to minimise undesirable influence on research and teaching, prevent the unintended outflow of knowledge and technology, protect researchers, ensure that international research collaboration is conducted in an ethical and resilient manner, and safeguard national security and competitiveness. The Leibniz Association’s recommendations are aimed in particular at the scientific and administrative leadership of the institutes and are intended to provide guidance and support in the development and establishment of institute- and discipline-specific solutions.
